ЦИФРОВИЗАЦИЯ УПРАВЛЕНИЯ: РЕГИОНАЛЬНЫЙ И МУНИЦИПАЛЬНЫЙ УРОВНИ

Аннотация

Рассматриваются проблемы государственного управления в субъектах РФ. Делается обзор исследований по различным аспектам цифровизации, раскрывается место цифровизации в государственных программах и национальных проектах. Приводятся примеры внедрения цифровых технологий и платформ в систему государственного и муниципального управления, предоставление государственных услуг. Показываются возможности цифровой экономики в использовании интернет-опросов населения для оценки деятельности органов государственной власти. На примере стратегии социально-экономического развития Ивановской области рассмотрены основные мероприятия и ожидаемые результаты реализации направлений по цифровизации органов государственной власти региона, подходы к оценке информационной безопасности региональных объектов. На примере стратегии социально-экономического развития Кемеровской области показаны составляющие информационной безопасности региона. Даны характеристики проекта «Цифровой муниципалитет», реализуемого в Ленинградской области, программы «Умный город» на примере города Смоленска, программы «Электронный город» на примере города Иваново. Показаны перспективы реализации программы «Цифровой муниципалитет» в регионах России.
